When Can Qurbani Be Slaughtered?
The valid window for Qurbani begins after the Eid prayer on the first day (May 27) and continues until sunset on the fourth day (May 30). According to the Hanafi school, the most meritorious time is the first day of Eid. A Qurbani not performed on time may be made up later, though this is considered makruh (disliked).
Who Must Offer Qurbani?
Qurbani is wajib (obligatory) for every sane, adult Muslim who is not a traveler and possesses wealth above the nisab threshold (equivalent to 80.18 grams of gold) during the days of Eid al-Adha.

Yes. Islamic scholars and religious authorities, including Diyanet (Turkey's Religious Affairs Directorate), have confirmed that appointing an agent (wakeel) for Qurbani is permissible.
